The question means States with two Houses of legislature (a Legislative Council as well as an Assembly). Since Jammu and Kashmir became a Union Territory in 2019, six States have Legislative Councils: Andhra Pradesh, Telangana, Uttar Pradesh, Bihar, Maharashtra and Karnataka. Seven was the figure before 2019.
