  1. a.Delhi

Answer: (B) Sikkim

Answer as of 2023 — this may have changed since.

Sikkim's Legislative Assembly has 32 members, an exception to the minimum of 60 permitted by Article 371F. Goa has 40, Delhi has 70 and Puducherry has 30 elected members, and Delhi and Puducherry are Union Territories, not States.
