Answer: (C) Akbar

The Zabt system (also called Dahsala system) of revenue settlement was introduced during the reign of Akbar, under the supervision of his finance minister Todar Mal. Under this system, revenue was fixed based on the continuity of cultivation and the quality of soil, ranging from one-third to one-half of produce value, payable in copper coins (dams). It was applied across northern India and parts of Gujarat.
