The institution of Ombudsman, an independent officer who looks into citizens' complaints against the administration, began in Sweden in 1809. It was later adopted by Finland (1919), Denmark (1955), Norway (1962), New Zealand (1962, first in the Commonwealth) and the United Kingdom (1967). In India the corresponding institutions are the Lokpal and Lokayuktas (Act of 2013), first recommended by the Administrative Reforms Commission in 1966; Maharashtra was the first state to set up a Lokayukta (1971).
