'His Superfluous Highness' is the nickname of the Vice-President: it was first used (and is attributed to Benjamin Franklin) for the Vice-President of the USA, an office with few functions of its own, and is applied to India's Vice-President too, since the Constitution assigns him no significant function as Vice-President. His real work is as ex-officio Chairman of the Rajya Sabha (Article 64) and as acting President during a vacancy (Article 65). He is elected by the members of both Houses of Parliament (Article 66). The Governor, by contrast, is sometimes called the 'agent of the Centre'.
