PSC's final key accepts 'When will you meet me?'. The statement 'I will meet you tomorrow' supplies information about time ('tomorrow'), so the question that draws out exactly this statement as its answer is the when-question; 'where' and 'how' ask for place and manner, which the sentence does not give. 'Will you meet me?' is a yes/no question that drops the time element altogether. Rule of thumb: adverbial of time - when; place - where; manner - how; reason - why.
