The Constitution (61st Amendment) Act, 1988, passed under Rajiv Gandhi's government and in force from 28 March 1989, amended Article 326 to lower the voting age for Lok Sabha and Assembly elections from 21 to 18. The 60th Amendment raised the ceiling of profession tax from Rs. 250 to Rs. 2,500 a year, the 62nd extended SC/ST reservation in legislatures for ten more years (to 2000), and the 63rd repealed the special emergency provisions for Punjab brought in by the 59th. National Voters' Day is observed on 25 January.
