Lord Dalhousie (1848-56) set out the plan of trunk railway lines in his Railway Minute of 1853; the first train ran from Bombay to Thane on 16 April 1853. He also introduced the electric telegraph, the Post Office Act of 1854 and the Public Works Department, and applied the Doctrine of Lapse. Cornwallis is known for the Permanent Settlement (1793), Lord Hastings for the Third Anglo-Maratha War, and Lord Hardinge II for the transfer of the capital to Delhi (1911).
