The idea of a Constituent Assembly was first put forward by M. N. Roy in 1934, and in May of the same year the revived Swaraj Party became the first political body to adopt it as a demand; the Congress made it an official demand in 1935. The British accepted it in principle in the August Offer (1940), the Cripps Mission (1942) gave a concrete proposal, and the Assembly was finally set up under the Cabinet Mission Plan (1946).
