The Carlyle Circular of October 1905, issued by R. W. Carlyle, Chief Secretary to the Government of Bengal, threatened to withdraw grants, scholarships and affiliation from schools and colleges whose students took part in the Swadeshi and anti-Partition agitation. In reply, students led by Sachindra Prasad Basu formed the Anti-Circular Society (November 1905), and the movement for national education led to the National Council of Education (1906) and Bengal National College, with Aurobindo Ghosh as principal. Similar orders were the Pedler and Lyon circulars. The Arms Act dates from 1878, and English education from Macaulay's Minute (1835), not from after 1857.
