Ain-i-Dahsala (the Zabti or Bandobast system) was introduced by Akbar in 1580, the 24th year of his reign, with Raja Todar Mal as its architect: the average produce and prices of the previous ten years (dah = ten) were worked out and one-third of the average produce was fixed as the state's share, payable in cash. Sher Shah had earlier introduced land measurement and the patta-qabuliyat system, on which Akbar built; Firoz Tughlaq levied only the four taxes sanctioned by the Sharia and built canals; Balban is known for his theory of kingship and his 'blood and iron' policy.
