NITI Aayog (National Institution for Transforming India) was set up by a Cabinet resolution on 1 January 2015, replacing the Planning Commission (established 15 March 1950). It is a non-constitutional, non-statutory think tank promoting cooperative federalism: the Prime Minister is its Chairperson, Arvind Panagariya was the first Vice-Chairperson, and its Governing Council includes all Chief Ministers and Lt. Governors. Unlike the Planning Commission, it does not allocate funds to states. The Five Year Plans ended with the 12th Plan (2012-17).
