Shamsuddin Iltutmish (1211-36) organised the iqta system in the Delhi Sultanate: the empire was divided into iqtas (territorial assignments) given to nobles and officers (iqtadars or muqtis) in lieu of salary, who collected revenue, maintained troops and remitted the surplus (fawazil) to the centre; the assignments were transferable, not hereditary. Balban tightened control over the iqtadars, Alauddin Khalji curtailed iqtas and paid his soldiers in cash, and Firoz Tughlaq made them hereditary. Iltutmish also introduced the silver tanka and copper jital and formed the Chahalgani (Group of Forty).
