The Government of India Act, 1919 provided for a Public Service Commission; following the Lee Commission's recommendation (1924) it was set up on 1 October 1926 with Sir Ross Barker as chairman. The Government of India Act, 1935 then provided for a Federal Public Service Commission and Provincial Public Service Commissions, and under the Constitution the Federal PSC became the UPSC (Articles 315–323). The Indian Councils Act, 1892 introduced indirect election and discussion of the budget, and the Act of 1909 (Morley–Minto) introduced separate electorates for Muslims.
