Lord Wavell (Viceroy 1943-47) prepared the 'Breakdown Plan' in 1946: if no agreement was reached, the British would withdraw in phases, first from the Congress-ruled provinces and concentrate in the Muslim-majority provinces of the north-west and north-east. The Attlee government rejected it and replaced Wavell with Mountbatten. Wavell is also linked with the Wavell Plan and Simla Conference (1945); Attlee made the statement of 20 February 1947, and Churchill was a strong opponent of Indian independence.
