According to standard textbooks, Tilak came to be called "Lokmanya" ("revered by the people") during the Home Rule movement. He started his Home Rule League in April 1916, covering Maharashtra (except Bombay city), Karnataka, the Central Provinces and Berar; Annie Besant started hers in September 1916 for the rest of India. Some biographies trace the title to his first sedition trial of 1897, but the Commission follows the textbook view. The Swadeshi movement (1905–08) and his 1908 trial, after which he spent six years in Mandalay and wrote the Gita Rahasya, came earlier.
